This paper analyses the productivity of Brazilian seaports over the period 2004-2010 using a Malmquist index with technological bias.During this period, on average, Brazilian seaports become less productive with improvments in efficiency change and deterioration in technological change. our results indicate that the traditional growth accounting method which assumes Hicks-neutral technological change is not appropriate for analysing the productivity changes in Brazil seaports. Policy implications are derived.
